Asleep versus Fatigue

For Condition at Time of the Crash, is it necessary to separate "asleep" and "fatigue"? For minimum requirements for all states my opinion would be to keep these the same attribute.

For both of these if they are necessary to be separate can there be definitions placed in MMUCC? It would be important for an officer to know what the difference is so when they are investigating a crash they will be able to tell if the person was sleeping at the time of the crash compared to fatigue or sleepiness. If a person was experiencing microsleeps would it be asleep or fatigue?
