Going to or from School (K-12)

Is it necessary to have a subfield 2 for Non-Motorist Action only for going to school? It was mentioned at the MMUCC forum that this attribute would only apply for going to/from school during regular hours before and after school. It would not apply to school activities or arriving earlier or departing later than the specified time period (I'm assuming somewhere around 30 minutes before/after school gets out). Several questions on this one. Could not this be a derived element (age, time, day of week, date) for those interested in the data? Is there enough of a problem to justify creating another subfield for every non-motorist about going to/from school during regular hours that is not being met with the current attribute of "Going to or from school"? If it is an important element should the definition be expanded to include a school-related activity as the definition of a school bus includes those as well?

The proposed glossary definition for "Going too or from school" is:

"Walking/cycling to school during normal arrival time or from school during normal dismissal time."

Your question makes me think that we should add this to the Data Element definition.

Yes, this information could in theory be derived, but this purpose of making this an explicit subfield is twofold -- the interest in identifying school-related crashes and to make obtaining this information more direct and less dependent on the narrative.
